Colour Blocking?! What in the world was Kelly Osbourne thinking?


She is a Fashion Police commentator and she came out in Public( New York Fashion week) looking like this?!
I'm in utter shock. What was Kelly Osbourne thinking?
Is this supposed to be colour blocking?
